City Council Work Session
November 19, 2012

Resolution 2012-33 PD Communications Grant
Lieutenant Valliere reported that the State was offering grant funded crisis training for dispatchers. Mayor Grenier asked if each community in the County has the opportunity to send people. Lt. Valiere said that other communities may have the opportunity but he noted that Berlin’s dispatch operation is considerably larger than most others in the County and it is important to have people well trained to handle any situation that may arise.
Resolution 2012-38 PE Enforcing Underage Drinking Laws
Lt. Valliere explained that the PD budgeted for an $11,000 grant to enforce underage drinking laws and due to the good numbers from last year, they were awarded an additional $6,000. In response to a question from Councilor Theberge, Lt. Valliere said that two officers work in plain clothes and with undercover vehicles checking specific stores where youth may be soliciting an adult to buy alcohol.
Mayor Grenier thanked Lt. Valliere for the information and said that there is a high respect and high regard for the PD in the community.
155-B Discussion with Chief Trull
Chief Trull distributed copies of a 155-B order to raze and remove a burned structure at 613 Western Avenue being issued to Michael and Cynthia Gagnon upon the approval of Council.
Councilor Rozek moved to authorize the City Manager to sign a 155-B order for 613 Western Avenue; Councilor Remillard seconded and the motion carried unanimously.
Chief Trull updated the Council on other properties he is working on. At 456 Glen Avenue all was in place to proceed with the 155-B process and the Fire Department received copies of a contract in place to raze the building within 60 days. If he fails to complete the work within the time frame, the Fire Department will come back with an order.
Councilor Rozek asked about a former store on High Street and Chief Trull said that he is expecting to proceed with a 155-B order; however the noticing process is not yet complete. There is a vacant building at 503 School Street and the owners have not complied with the vacant building ordinance. They have until November 22nd to comply or fines of $100 per day will be charged.
Mayor Grenier asked about the Sport About Charlie building; Chief Trull expressed some concern about the building’s roof being able to handle snow load. He will check with Linda and report back on this building and the Glen Avenue building near the Holiday Center.
Non Public Session
Councilor Theberge moved to go into non-public session per RSA 91-A:3 (d) Consideration of the acquisition, sale or lease of real or personal property which, if discussed in public, would likely benefit a party or parties whose interests are adverse to those of the general community; Councilor Nelson seconded and the motion carried unanimously by roll call.
Councilor Remillard moved to come out of non-public session; Councilor Theberge seconded and the motion carried unanimously by roll call.
Councilor Remillard moved to seal the minutes as releasing them will render the proposed action ineffective; Councilor Rozek seconded and the motion carried unanimously.
There being no further business in the work session, Mayor Grenier moved on to the regular meeting at 7:40 p.m.
